Anindita Mitra, a 2007-batch Senior Indian Administrative Service (IAS) officer is the Chief Electoral Officer (CEO) of Punjab, appointed by the Election Commission of India (ECI). This is a major judgment given that the state is on the verge of the upcoming Punjab Assembly elections in the year 2027, which are less than one year off.
New Leader To Supervise Important Electoral Process
Under an official communication on January 15, the ECI appointed Mitra as the CEO of Punjab to replace Sibin C who is being reassigned on central deputation as a Joint Secretary in the Union Ministry of Health and Family Welfare.
The directive has stipulated that Mitra is supposed to take command as soon as possible and the state government is requested to make sure that it happens in one week. The message also adds that she will be required to relinquish all the existing duties in the Punjab government prior to assuming her new position.
A Distinguished Civil Servant
Anindita Mitra is an IAS officer of Punjab cadres 2007-batch who is a well-acquainted scholar and professional. She has a Bachelor of Engineering in Computer Science, Guru Ghasidas University, Bilaspur (Chhattisgarh) and scored an All Indian Rank of 8 on the UPSC Civil Services Examination in 2006, which was the best of all women applicants that year.
Throughout the years, Mitra has served in a number of key positions, not only in Punjab, but also in deputation:
- She has worked as the Education Secretary of Punjab being in charge of school and higher education.
- The Municipal Commissioner of Chandigarh was Mitra, who served in the same position between August 2021 and August 2024 and held the position of Chandigarh Smart City Limited’s head, which led the initiatives in urban development and sanitation.
- She has served her time with Chandigarh civic administration working on welfare programmes and improvement of the infrastructure.
These roles represent her administrative flexibility and ability to organize complicated governance issues.
Selection and Expectations of Election Commission
The Punjab government had proposed a team of three IAS officials. Out of this shortlist, the ECI picked the name of Mitra, which is an indication of its trust in her leadership potential even going into the year of the election.
As a CEO, Mitra will be expected to:
- Supervision on creation and revision of electoral rolls.
- Observing the election laws and regulations.
- Liaising with political parties and security agencies.
- Largest voter education and outreach.
The state will be directing democratic processes which is why her position will be pivotal in ensuring that democratic elections are made transparent and fair.
A Personal and Professional Continuity
Interestingly, the personal life of Anindita Mitra is also marked by her professional endeavor on electoral matters- her husband, S. Karuna Raju, has once worked as the Chief Electoral officer of Punjab before the tenure of Sibin C.
This consistency provides another dimension of knowledge on the nature of administration of the state in terms of electoral leadership.

The appointment of Mitra is less than a year to the next Assembly elections, which is to boost the electoral infrastructure and management in Punjab. Combining the experience in administration with the understanding of both the government and civil activism, she is better placed to address the challenges facing the future.
The directive of the ECI is clear that Mitra being a Chief Electoral Officer will also act as a Secretary of the Election Department in the Punjab State Secretariat.
